The 2016 NIS International Conference (NISIRP 2016) focuses on policy and practice in primary and secondary education, and will this year explore the theme of piloting, evaluating and disseminating educational reforms, looking at a variety of different theoretical approaches to and issues surrounding educational change. The system of secondary education in Kazakhstan is currently undergoing a number of comprehensive and innovative reforms, many of which are being piloted first by Nazarbayev Intellectual Schools and associated organisations. Central to these reform initiatives is the role policymakers and educational administrators, but the whole process of educational change would be impossible without an increased focus on teacher professionalism and collaborative learning communities. The conference will not only allow practitioners an opportunity to learn about educational reform in Kazakhstan, but also about approaches to taking change to scale from around the world. Papers at the plenary and breakout sessions will be delivered by a roster of international speakers from some of the world’s top educational institutions, including Cambridge, MIT, Harvard, Skolkovo and the OECD.  A focus on communication and a collaborative culture will ensure that all participants in an educational community will share an understanding of the common vision, values and goals that the community seeks to advance.[/bt_section]
